RESL provided strategic consulting services to PetroSA, focusing on strengthening its regulatory oversight of offshore decommissioning. The PetroSA decommissioning project covered all assets (onshore, offshore), all wells, subsea systems, and pipelines. At this time, there were no decommissioning and well P&A guidelines developed in South Africa. To enable the work to be done, RESL, based on its international regulatory experience, developed the three guidelines below, with consultation with the relevant South African agencies.

Our work involved a thorough analysis of the legislative landscape, a comprehensive SWOT analysis of PetroSA’s capabilities, and developing a strategic roadmap to guide future regulatory efforts. To support early implementation, we also created three essential guidelines to address key aspects of the decommissioning process.
