ASCOPE Decommissioning Guidelines

RESL authored offshore decommissioning guidelines for 10 ASCOPE countries in Asia, including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Dr. Brian Twomey, a former UN ESCAP Technical Decommissioning expert, collaborated on UN ESCAP reference books.

ASCOPE commissioned Dr. Twomey to create technical workshops for the Asia Pacific Regional Decommissioning Guidelines. RESL supported ASCOPE in the creation of the regional decommissioning guidelines.

The ASCOPE Decommissioning Guideline (ADG) provides flexibility within legal frameworks for ASCOPE Member Countries. ASEAN Council on Petroleum (ASCOPE) authorized the ADG for Oil and Gas Facilities, designed to suit ASCOPE Member Countries and international laws while adhering to national legislation.

The ADG offers a strategic framework for decommissioning offshore oil and gas facilities, avoiding prescription. It’s periodically reviewed and aims for submission, approval, and consultation flexibility. It considers decommissioning on a case-by-case basis.
